Tokayev gathered business leaders: what was discussed?

On February 7, 2025, President Kassym-Jomart Tokayev met with business representatives. According to the Akorda press service, the meeting emphasized the unity between the government and those who are driving economic growth.

The President noted that Kazakhstan has entered an era of new meanings, new perspectives, and new approaches to addressing key contemporary challenges, as well as a period of moving away from entrenched stereotypes.

Therefore, according to him, the country needs to undergo a complete transformation and adapt to new realities.

Moreover, he believes that the resolution of this issue is crucial for the well-being of the state and, first and foremost, for the younger generation.

The priorities for economic development should include major infrastructure and industrial projects, digitalization and artificial intelligence, as well as the development of transportation and logistics. Additionally, support for small and medium-sized enterprises will consistently be a focal point of government attention.

"Without large businesses, it is impossible to fully unlock the potential of the Kazakh economy. We need breakthrough large projects, whether in infrastructure, industry, or digitalization, to elevate the development of the Kazakh economy to a new level. It is within the capabilities of large entrepreneurs to initiate them, as you have the necessary finances, personnel, and, most importantly, knowledge and experience." Kasym-Zhomart Tokayev

At the same time, he continued, the focus should not only be on traditionally attractive investment sectors but also on seeking new growth opportunities.

For instance, considering the current geopolitical realities and global trade conditions, enormous opportunities lie within the transportation and logistics sector. The demand for rail, road, and air transportation is steadily increasing.

"In fact, this sector is coming to the forefront, or as some analysts say, it is the 'golden bottom.' Another promising industry is tourism. Foreigners show particular interest in Kazakhstan's pristine nature, traditions, and the historical heritage of our people. The potential of domestic tourism is immense, but when it comes to actual implementation, there are still many gaps and shortcomings in this sector." Kasym-Zhomart Tokayev

One of Tokayev's unequivocal priorities is improving the business climate in the country.

"A moratorium has been introduced on the creation of entities in the quasi-state sector. The participation of state enterprises in regulated purchases has been legislatively limited when there are applications from businesses. Systematic work is being carried out to protect businesses from unjustified pressure and illegal inspections by relevant authorities. Five articles of the Criminal Code have been decriminalized, and the thresholds for criminal liability for two articles have been raised, while arrests for 29 economic offenses have been prohibited." He further added that since 2022, the number of registered criminal cases in the field of entrepreneurship has decreased by half.

In addition, administrative responsibility for illegal interference in entrepreneurial activities has been strengthened.

"To preventively protect investors from unjustified inspections, fines, and refusals to issue permits, a 'prosecutorial filter' has been implemented. To date, prosecutors have prevented over 700 instances of violations of investors' rights. All this is a significant foundation for enhancing the protection of the rights and legitimate interests of businesses." Kasym-Zhomart Tokayev

Earlier in the same meeting, Tokayev instructed the government to further explore the issue of the value-added tax (VAT) rate. According to him, any innovations should be based on comprehensive analysis and a well-thought-out strategy. The head of state believes that various options should be considered, taking into account the specifics of different sectors of the economy.
