According to him, any innovations should be implemented based on thorough analysis and a well-thought-out strategy. The head of state believes that various options must be explored, taking into account the specificities of different economic sectors.
"I have not previously commented on this matter, as each of my words, each statement, due to my official status, can be seen as a strict directive. However, I would like to express my opinion now. The VAT rate should be differentiated. The decision on its upper limit should be made by the government based on accurate calculations, considering the views of qualified, I emphasize, qualified experts, entrepreneurs, and, of course, deputies."Kasym-Zhomart Tokayev

He further emphasized that the rate proposed by the government was still excessive.
"You mentioned this figure. The reaction was quite sharp, at times overly intense, in my opinion, as it was a preliminary proposal subject to discussion. I stress that the government's work in this area should continue, taking into account the opinions of all representatives, whether they be from business, the public, entrepreneurs, or experts. And this year we must reach a decision. I repeat: the government should discuss this issue in detail with deputies and experts."Kasym-Zhomart Tokayev

Additionally, according to his statement, the proposals made during the meeting need to be taken into account.
"The state needs optimal solutions that, on one hand, will provide favorable conditions and not create obstacles for business, and on the other hand, will allow for order in the tax sphere and ensure an increase in budget revenues."Kasym-Zhomart Tokayev
On January 28, 2025, at an expanded government meeting chaired by the head of state Kasym-Zhomart Tokayev, Prime Minister Olzhas Bektenov stated that it is necessary to raise the VAT rate.
Later, Deputy Prime Minister Kanat Bozumbaev reported that this measure is currently being discussed within the government, along with experts.
