He also stated that in the akimats, the leadership positions in municipal services are held by non-specialists, such as lawyers and other humanities graduates.
"We must immediately transition to new standards for the operation of energy and utility facilities. The government needs to continue implementing a new tariff policy. Tariffs must align with market conditions; otherwise, the uninterrupted supply of electricity, heat, and water will become impossible." Kasym-Zhomart Tokayev
According to him, in almost all CIS countries, tariffs and prices for electricity, gas, and petroleum products are higher than in Kazakhstan, leading to distortions and imbalances in the economy.
"This is the reality, and we should not hide it." Kasym-Zhomart Tokayev
Continuing, he mentioned the issue of fuel being smuggled out to neighboring countries, which in turn creates fertile ground for crime.
The president also emphasized the importance of cultivating a culture of resource conservation in society. However, in addition to urging citizens, it is necessary to implement social consumption norms.
Positive examples already exist.
"In the area of water consumption alone, this approach has led to a monthly water savings of about eight percent. This is extremely important, as the shortage of water resources is intensifying not only in Kazakhstan but also throughout Central Asia. Therefore, the implementation of water-saving technologies is a pressing issue. Our neighboring country, China, possesses world-class technologies and offers cooperation, but no initiative or decisiveness has been shown on our part. The government must take this issue seriously and report on the results by June 1." Kasym-Zhomart Tokayev
Earlier, Kasym-Zhomart Tokayev advised tightening belts and living within means. According to him, the economy is growing, but there are still many unresolved issues.
