The relevant orders were signed on February 27, 2025, by the head of state, Kassym-Jomart Tokayev.
"Akmedyar Alibek Gazizuly has been appointed as the Deputy Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs," the statement published on the Akorda Telegram channel on Thursday reads.
Alibek Akmedyar graduated from the L.N. Gumilyov Eurasian National University and completed his master's degree at the University of Southern California (Master of Laws).

Akmedyar began his professional career at the Ministry of Industry and Trade of the Republic of Kazakhstan as a legal department expert. He has held various positions in the Ministry of Education and Science, the Ministry of Industry and New Technologies, the Ministry of Investments and Development, the Office of the Prime Minister of the Republic of Kazakhstan, and served as the Director of the Legal Service Department at the Ministry of Foreign Affairs.
Prior to his new appointment, he held the position of Head of the Office of the Agency of the Republic of Kazakhstan for Civil Service Affairs since March 9, 2022.
Previously, from February 7, 2022, Azamat Zholmanov served as the Deputy Chairman of the Agency for Civil Service Affairs. He was appointed by Kassym-Jomart Tokayev as the new rector of the Academy of Public Administration under the President. This position was held by Yerlan Abil since August 21, 2019.
