Tokayev has tasked the introduction of the "School of Akims" in Kazakhstan.

On January 28, Kassym-Jomart Tokayev addressed an extended government meeting, discussing the need for enhancing the qualifications of local akims.

The head of state emphasized that the introduction of direct elections for akims has led to the emergence of a new category of civil servants – elected managers. This includes over 2,500 leaders.

"Among them, there are more individuals who have not previously worked in public service, including youth. Therefore, the need for comprehensive training for elected akims and leaders at various levels has become relevant. I instruct the government, together with the Agency for Civil Service Affairs, to launch an educational project called 'School of Akims.' The main task of the state apparatus is to address the pressing issues of citizens, which is impossible without constant communication with them," – noted Kassym-Jomart Tokayev.

The president called for special attention to be paid to the appeals of the population. According to him, last year alone, over 50,000 appeals were received by the Presidential Administration, while nearly 4 million were directed to all state bodies in the country.

"This indicator has been increasing year by year. On one hand, it indicates that people have faith in the concept of a 'listening state.' However, on the other hand, it is evident that their issues are not being resolved through the daily operations of state bodies. Therefore, it is necessary to conduct thorough work on correcting mistakes. Typically, behind these appeals are the fates of individuals, so full engagement from all authorized structures is required," – concluded the head of state.

On January 28, the president highlighted that the government must operate more efficiently and eliminate excessive bureaucracy.
