"By the order of the head of state, Rustam Akhataevich Bayaliyev has been appointed as the head of the Regional Development Monitoring Department of the President's Administration of the Republic of Kazakhstan. He has been relieved of his previous position," the statement released on Thursday reads.
Rustam Bayaliyev was born on June 6, 1975, in Almaty. He graduated from Al-Farabi Kazakh National University (1996, majoring in "International Journalist") and the Kazakh State Academy (1998, majoring in "Economist").

He began his career in 1997 as a specialist in the taxpayer relations and tax legislation promotion department of the State Tax Committee, and in 1999 he became an assistant to the minister, head of the secretariat, deputy head of the project tax expertise department of the Fiscal Policy and Forecasts Department, and deputy director of the Financial and Organizational Personnel Department of the Ministry of Finance of the Republic of Kazakhstan.
In 2003, he served as the director of the Department of Trade Regulation, Export Control, and WTO Accession, deputy chairman of the Committee for Small Business Support at the Ministry of Industry and Trade of the Republic of Kazakhstan, and from 2004 to 2005, he was the head of the Akmolinsk Region Akim’s Office. In 2005, he took the position of advisor to the general director of LLP "TPEP," and from 2014 until January 2024, he was the chairman of the board of JSC "Astanaenergoservice."
Prior to his new appointment, since January 2024, Rustam Bayaliyev held the position of deputy manager of the President's Affairs of the Republic of Kazakhstan.
Earlier, Kassym-Jomart Tokayev appointed Magzum Mirzagaliyev as his advisor. This position was previously held by Bolat Akchulakov since April 4, 2023.
