This is stated in the official announcement from the Akorda press service:
"By the decree of the head of state, Zheldibai Ruslan Sultanuly has been appointed as the advisor to the president – press secretary of the Republic of Kazakhstan."
Additionally, by another decree, Ruslan Zheldibai has been relieved of his duties as the president's assistant for internal policy and communications.
Ruslan Zheldibai was born in 1989.
In 2010, he graduated from the Kazakh Economic University named after T. Ryskulov. He is a graduate of the "Bolashak" international educational program. In 2017, he completed his master's degree at the University of Warwick (UK).
He began his career in 2011-2012 as an editor for the national television channel "Қазақстан".
From 2012 to 2018, he served as the head of the department and producer at the "Almaty" television channel.
From 2018 to 2019, he was the head of the Information Work Department in the internet space and social networks of the Information Committee of the Ministry of Information and Social Development.
From 2019 to 2020, he served as the deputy chairman of the Information Committee of the Ministry of Information and Social Development.
From May 2020 to February 2022, he was the deputy head of the internal policy department of the presidential administration.
From February to April 2022, he served as the deputy head of the Prime Minister's office.
From April 2022 to January 2023, he was the press secretary of the President of Kazakhstan.
From January 2023 to September 2023, he served as the deputy head of the presidential administration – press secretary of the president.
On September 1, 2023, he was appointed as the assistant to the President of Kazakhstan for internal policy and communications.
It is worth noting that previously the advisor – press secretary of the President of Kazakhstan was Berik Uali. He is now the akim of the Abay region. Bolat Abdraliyev also contested for the position of regional head.
