As reported by the Vice Minister of National Economy Bauyrzhan Omarbekov on November 8, 2024, during a meeting of the Public Chamber under the Mazhilis of the VIII convocation, the current budget is insufficient for the development of rural areas. In this regard, it is proposed to expand the revenue sources of the budgets of rural districts. It is expected that revenues will increase fourfold.
"Akims of rural districts often complain about the lack of efficiency in addressing local issues due to labor-intensive budgeting processes. Currently, discussions are underway with akims of rural districts. A new mechanism for budget distribution to rural districts is also being considered, which involves consolidating budget programs from 17 to 4. This will eliminate budget deductions from villages to districts," said Bauyrzhan Omarbekov.
He explained that this mechanism will simplify the business process of forming and adjusting the budget. If currently the akim of a rural district must wait for a session of the maslikhat to clarify the budget, in the future, with the agreement of the local community assembly, this procedure will take no more than three days.
