Guarantees in public procurement for 2-3 years lead to poor construction quality; lawmakers are proposing to extend these timeframes.

Member of the Mazhilis, Ruslan Berdenov, has sent a request to Prime Minister Olzhas Bektenov regarding the reconsideration of warranty periods in public procurement, reports Zakon.kz correspondent.

On February 5, 2025, in the Mazhilis, he explained that this refers to the warranty period provided by contractors for state-ordered projects. Annually, around 13 trillion tenge is allocated from the budget for public procurement. With these funds, 19 million square meters of housing, 397 healthcare facilities, 298 educational institutions, 40 student dormitories, and over 12,000 kilometers of roads were constructed in 2024; however, the warranty periods for these projects raise significant concerns.

"An analysis of information from the regions indicates that warranty periods do not exceed 2-3 years. Only in some areas is this period extended to 5-10 years. These discrepancies result in contractors spending the allocated funds on subpar work, utilizing cheap building materials. Undoubtedly, in the future, the government will have to spend additional resources on the reconstruction of these facilities. We must implement a 'ten-year warranty' principle, similar to what is in place in Russia, the USA, China, and France," stated Ruslan Berdenov.

The deputy also proposed the introduction of a "colored money" mechanism, which allows for the tracking of every tenge allocated from the budget at all stages, from its allocation to full expenditure. This eliminates the possibility of corruption and promotes the creation of quality projects with rational use of budgetary funds.

It was previously reported that the Anti-Corruption Agency uncovered large-scale violations in public procurement and returned billions of tenge to the budget.
