Ruslan Seysembayev graduated from the Academy of the National Security Committee of the Republic of Kazakhstan.

From 1997 to 2008, he served in officer positions within the national security agencies.

From 2008 to 2023, he held leadership positions in the national security agencies.

Since April 2023, he has served as the Deputy Chairman of the National Security Committee of the Republic of Kazakhstan. In September 2024, he was relieved of his duties by a presidential decree.
