Barrier-free environment: The Almaty administration strengthens its partnership with the Shanghai Federation of Disabled Persons.

During his official visit to the People's Republic of China, Almaty Mayor Erbolat Dosaev met with Du Sunquan, the chairman of the Shanghai Federation of Persons with Disabilities.

The meeting took place at the Sunshine 201 Employment Center for Persons with Disabilities in Shanghai, which serves as a multifunctional platform providing employment services, vocational training, counseling, and participation in business incubation programs for individuals with special needs. Additionally, the center conducts rehabilitation and medical care for people with disabilities annually. In recent years, the effectiveness of rehabilitation services at the center has exceeded 90%.

Erbolat Dosaev noted that the experience of the Shanghai Federation of Persons with Disabilities in enhancing legislation and infrastructure for individuals with special needs, approaches to employment, job quota mechanisms, and the use of artificial intelligence for automated service matching is of particular interest to Almaty.

As a result of the meeting, the parties discussed the possibility of developing a joint plan for fostering an inclusive environment in Almaty within the framework of bilateral cooperation. This will enable the successful implementation of new projects focused on social support, rehabilitation, and employment for individuals with special needs.

It is important to note that creating an inclusive environment and providing equal opportunities in education, employment, and social adaptation for all residents, regardless of their physical capabilities, is one of the priorities of the Almaty akimat. The city has registered 56,000 individuals with special needs. In Shanghai, 613,100 individuals with special needs were registered and certified in 2024.
