According to the press service of the West Kazakhstan Regional Court, it all started when a resident of the Akzhaik district lost 16 horses during the floods. He turned to the following authorities for compensation for the material damage:
- the district akim;
- the department of entrepreneurship and agriculture;
- the regional akimat.
The responses from the officials did not satisfy the applicant, prompting him to file an administrative lawsuit in the specialized inter-district administrative court of ZKO.
"The court has ordered the defendants to provide reasoned responses to the administrative claim within the established deadlines," the court's message states.
However, the defendants failed to submit anything within the required timeframe. As a result, the preliminary hearing of the case had to be postponed.

Thus, for failing to comply with the court's requirements, the akim of the Akzhaik district and the head of the State Institution "Department of Entrepreneurship and Agriculture of the Akzhaik District" were fined 20 MRP, or 73,840 tenge each.
