In the Almaty region, there exists a residential area that lacks a name, legal status, and address, as reported by Tengrinews.kz referencing Almaty.tv.
This location is not even visible on GPS maps. There are no roads or central utilities. Street names are absent. Emergency services can only locate it through local tips, a situation that has persisted for almost 15 years.
The homes of local residents essentially do not exist in official databases. Any inquiries regarding documentation become insurmountable obstacles, they lament.
Nurgul Abaykhan purchased a plot of land here back in 2011 for a personal consumer cooperative. She recounts that at the time, she had no idea she was building a house in a blank spot on the map.
"We cannot register our residence. We are 'floating' in the air. We don't exist anywhere in Kazakhstan. The plots were bought through advertisements. Karasai district. We have state acts and documents. People obtained documents privately. Even though we are honest taxpayers, paying all our taxes," said Nurgul Abaykhan, a resident of Karasai district.
The settlement is located between the villages of Zhambyl and Batan, but it is in a "blind zone." Numerous appeals to local authorities have yielded no results, leading residents to fund all utilities themselves.
"When we submitted a request to the akimat, we were told that we would only be given a name after the population reaches five thousand. We don’t need that. Just let them establish a street name. There are only 60 houses here. Then we wrote to the Department of Architecture and Urban Planning of the Almaty region. They forwarded all complaints back to the Karasai district akimat," shared Ainur Tuleshova, a resident of Karasai district.

Children have also found themselves in a desperate situation. For many, the journey to school is a challenging obstacle course. Every weekday, children and their parents are forced to navigate a dangerous route. One misstep could lead to a fall into the swift current of the river. Nevertheless, children and their parents have no alternative. The school is on the other side, and for some, it is the only path to education.
Meanwhile, responsible authorities have stated that work is currently underway to connect the residential area to the nearest village. According to officials, this will occur within a year.
"Work is currently in progress. It is a phased process. Boundary schemes will be prepared, and a master plan will be designed. Next, we collect the schemes and submit a budget request to the Almaty region's architecture department. They will then hold a tender. Once the tender is announced, project organizations will be determined to develop the master plan," reported Darment Zhapаров, a specialist in the architecture and urban planning department of Karasai district.

After 15 years of waiting, the local residents are pleased with such a response. The main thing, they emphasize, is for their residential area to finally receive official status and be marked on maps.
