The website of the Ministry of Foreign Affairs states that the issuance of Individual Identification Numbers (IIN) to foreign citizens has been temporarily suspended since January 1, 2025, due to the expiration of the pilot project "Formation of Individual Identification Numbers for Foreign Citizens through the Diplomatic Missions of the Republic of Kazakhstan."

As indicated on the "Electronic Government" website, the Individual Identification Number (IIN) is a unique combination of 12 digits, generated automatically while adhering to the principles of uniqueness and immutability.
The formation of an Individual Identification Number for foreigners and stateless persons occurs when issuing the registration certificate for the first time, the residence permit in the Republic of Kazakhstan, or the certificate for stateless individuals, and for ethnic Kazakhs when assigning the status of a kандас.
The IIN is required to access any digital government services in Kazakhstan, including opening a bank account.
