The list of diseases that impede the performance of a judge's professional duties has been approved in Kazakhstan, reports Tengrinews.kz.
The list was established by a joint order from the head of the Judicial Administration and the Minister of Health. It includes 36 diseases that hinder the execution of a judge's professional responsibilities:
- Diseases of the nervous system primarily affecting extrapyramidal structures with pronounced motor disorders.
- Diseases of the nervous system primarily affecting the pyramidal and cerebellar systems.
- Syringomyelia and syringobulbia.
- Lateral amyotrophic sclerosis.
- Degenerative diseases primarily impairing cognitive functions (Alzheimer's disease, Pick's disease, and others).
- Epilepsy and epileptic syndromes of various etiologies.
- Multiple sclerosis.
- Diffuse sclerosis (Schilder's leukencephalitis and others).
- Neuromuscular diseases with persistent functional impairments.
- Stroke, consequences with persistent motor and sensory disturbances and disorders of higher mental functions.
- Endocrine system diseases with persistent functional impairments:
congenital iodine deficiency syndrome;
congenital hypothyroidism with diffuse goiter;
congenital hypothyroidism without goiter;
thyrotoxicosis with severe diffuse goiter with endocrine ophthalmopathy of grade III - IV;
insulin-dependent diabetes mellitus type 1 of severe form, with labile course;
acromegaly of moderate and severe form, active phase and pituitary gigantism;
Cushing's disease of moderate and severe form, Nelson's syndrome;
extreme obesity accompanied by alveolar hypoventilation;
total hypopituitarism, severe form, labile course;
pituitary dwarfism;
neoplasms of endocrine organs with persistent functional impairment. - Benign neoplasms with significant impairments of central nervous system function.
- Hemoblastoses:
erythremia with post-erythremic myeloid metaplasia of the spleen;
chronic myeloleukemia in the acceleration phase and blast crisis;
chronic lympholeukemia accompanied by persistent anemia;
lymphogranulomatosis (except for those who are practically recovered);
acute leukemia (except for those who are practically recovered);
multiple myeloma (stage II - III);
hemophilia;
von Willebrand disease;
idiopathic thrombocytopenic purpura (in cases of ineffective splenectomy);
Rendu-Osler disease (in cases of hemorrhagic syndrome);
hereditary thrombocytopathies (in the presence of bleeding). - Hemorrhagic diatheses.
- Chronic heart and pericardial diseases with heart failure (HF) of grade III.
- Ischemic heart disease: frequent angina attacks (functional class (FC) III - IV).
- Hypertensive disease stage III.
- Heart diseases accompanied by rhythm disturbances:
sinoatrial node dysfunction, A-V blockages with a heart rate of less than 50 bpm or accompanied by fainting conditions;
paroxysmal ventricular tachycardia, ventricular extrasystole (III - IV according to Laun);
prolongation of the QT interval on ECG more than 440 milliseconds. - Aneurysms and dissection of any sections of the aorta and arteries.
- Late-stage rheumatoid arthritis.
- Systemic lupus erythematosus with damage to other organs or systems.
- Progressive systemic sclerosis of all stages.
- Severe forms of chronic hepatitis with manifestations of liver failure of grade II - III.
- Liver cirrhosis with manifestations of portal hypertension.
- Familial diffuse polyposis of the colon with diarrhea syndrome and frequent bleeding.
- Crohn's disease and other nonspecific colitides with frequent exacerbations and recurrent bleeding.
- Chronic kidney diseases with manifestations of chronic kidney failure (CKF) of grade II - III.
- Vestibular function disorders, including Meniere's disease.
- Persistent hearing loss of any etiology, unilateral or bilateral (perception of whispered speech less than 3 meters) with no possibility of improvement through electroacoustic correction (fitting of hearing aids to the level of whispered speech perception of no less than 6 meters).
- Blindness.
- Severe mental behavioral disorders, prolonged with severe persistent or frequently exacerbating painful manifestations.
- Mental behavioral disorders caused by the use of psychoactive substances.
- Severe forms of psoriasis, pemphigus, ichthyosis-like dermatoses.
- Personality and behavioral disorders in adulthood, disorders of sexual identity and sexual preference, behavioral disorders related to sexual orientation.
- Diseases and injuries of the larynx, cervical trachea (with significantly expressed impairment of respiratory and/or vocal function, with moderately expressed impairment of respiratory and/or vocal function).
- Acquired defects, deformities, and diseases of the organs and tissues of the maxillofacial area (with significant impairment of respiratory and salivary function).
The order will come into effect on March 11, 2025.
It should be noted that previously it was reported that approximately 40,000 people in Kazakhstan learn of a terrible diagnosis each year. As stated by Health Minister Akmaral Alnazarova, the early diagnosis of oncological diseases at stages 0-I has increased over the past year, accounting for 31.4 percent of the overall structure of new cases of malignant neoplasms.
