A mobile application will be developed for authors and rights holders in Kazakhstan. This was announced today during a government meeting, where Justice Minister Erlan Sarsembayev reported on the development and digitalization of justice bodies, as conveyed by a correspondent from the Kapital.kz business information center.

"Regarding the protection of intellectual property rights: the events of last autumn, when Kazakhstani music disappeared from the Meta platform, highlighted the shortcomings in the field of collective management. Many well-known authors and performers reported that they did not receive compensation for the use of their works on this platform. Therefore, digitization in this area is necessary. It is planned to provide authors and other rights holders with the ability to track all stages of their work's usage online: from contract signing, collection, distribution, to compensation payments," he noted.

Overall, there is an ongoing effort to implement a digital platform with elements of artificial intelligence for analytics and reporting (on objects registered in state registries), improve search systems for registered intellectual property objects, develop a mobile application for authors and rights holders, and expand integration with the information systems of government agencies and international organizations.

"Regarding legislative activity: it is necessary to improve the quality of the drafted bills, planning of legislative work, as well as the stability and accessibility of legislation. First, measures will be taken to significantly enhance the forecasting and analytical work of government agencies, ensuring a deep systemic analysis of law enforcement practices in relevant areas," the minister informed.

Legal monitoring, previously focused on identifying isolated deficiencies in legal norms, has been redirected to analyze the effectiveness of regulatory frameworks in legislative fields to ensure consistent legislative activity. To this end, it is proposed to strengthen the legal services of government bodies significantly.

"Secondly, in order to establish quality legal regulation and improve the quality of legal expertise, measures will be taken to ensure adherence to the real 'package' principle when implementing legislative initiatives. Despite the fact that the need for simultaneous development of subordinate acts is by no means a new requirement, it is often treated formally, taking a back seat due to the urgency of the bills. Moreover, this requirement is not considered when reviewing deputies' initiatives within the framework of government conclusions," he clarified.

The timely development of subordinate acts will allow for the full disclosure of the mechanisms embedded in the bill, down to procedural elements, thus ensuring transparency and an objective view of the adopted innovations.

"Thirdly, within the framework of the ideological concept of 'Law and Order,' set forth by the president of the country, there will be: an increase in public involvement in the legislative process through the expansion of the 'Open NPA' portal's potential, as well as the practice of organizing public hearings/debates and other events that facilitate live discussions of initiatives with the public; legal awareness activities among the population will be enhanced through the modernization of the publicly accessible 'Әділет' platform," emphasized the Minister of Justice.

Three effects are expected from the proposed new approaches:

  • improved quality of services provided to the public, ensuring accessibility and transparency of these services;
  • modernization of service processes without attracting additional budget funds and incorporating elements of artificial intelligence;
  • optimization of the operations of territorial justice bodies and subordinate organizations.

It was also revealed today that more work will be delegated to robots in the enforcement bodies. "The issue of enforcement often raises justified complaints from the public. In 2024 alone, there were 89,000 complaints in this regard, accounting for 63% of all inquiries to the ministry. Our task is to restore citizens' trust in this institution, and for this, we will continue to utilize the capabilities of artificial intelligence," stated Justice Minister Erlan Sarsembayev.
