The current legislation prohibits the seizure of funds from accounts designated for receiving benefits, social payments, child support for minors, and support for incapacitated adult children, as well as payments from housing construction savings and educational savings accounts. Additionally, the law establishes a procedure for opening "special" accounts for the deposit of these funds, reports a correspondent from inbusiness.kz.
Previously, the National Bank received complaints from consumers of financial services regarding banks deducting money that represented benefits, social payments, and alimony. Upon reviewing these complaints, it was found that the bank accounts receiving these payments were not opened by borrowers as "special" accounts, from which seizure is prohibited.
The draft resolution, published the day before in the NPA, included amendments to several legislative acts of the Republic of Kazakhstan concerning state awards, education, and the protection of children's rights.
The document proposes the opening of a separate bank account for receiving alimony to protect these funds from seizure by banks for overdue debts on loans.

According to the Ministry of Justice of the RK, the number of problematic alimony cases in Kazakhstan exceeds 31,000 cases with a total amount of over 33 billion tenge. Overall, the country has more than 322,000 alimony cases in enforcement proceedings.
