The long New Year holidays have practically come to an end, with only the Old New Year remaining. After January 13, cities in Kazakhstan will begin to remove their festive decorations. This includes the removal of Christmas trees and illuminated ornaments by contractors in Shymkent. It turns out that this is specified in their government procurement contracts. A correspondent from inbusiness.kz wondered how much the authorities of the country's third-largest city spent throughout the year on the festive adornment of streets, parks, and squares. According to the contracts found on the government procurement website, approximately 306 million tenge was spent.
This year's New Year was not memorable for Shymkent residents due to the city's decorations; locals and visitors actively criticized the authorities on social media, questioning where the declared 80 million New Year tenge went?! The akimat decided to clarify. According to the department, 80 million 646 thousand tenge was allocated for festive decoration, but only 67 million 146 thousand tenge was spent.
Yenbekshik District
"Yenbekshik District: Despite the termination of the contract with the contractor and the return of 13 million 500 thousand tenge to the budget, decorations were restored by local efforts. The main Christmas tree and the LED arch delight residents in the parks of 'Kazakhstan-Turkey Friendship' and 'Victory,'” the akimat's press service reported.
Additionally, the government procurement website featured the lot "Decorative decoration for holidays and other events in the Yenbekshik District of Shymkent," which included work on creating elements for holiday decorations: Nauryz, Day of Unity of the People of Kazakhstan, Defender of the Fatherland Day, Shymkent City Day, Constitution Day of the Republic of Kazakhstan, Republic Day, and New Year. The tender was won by TОО Sana Global Group. Initially, the akimat planned to spend 80 million tenge on decorations for the year, but the amount was later reduced to 62 million, of which 29 million 258 thousand was paid to the contractor.
Abai District
"Abai District: Two Christmas trees, a themed photo zone, 100 brackets with light garlands, updated small architectural forms, and LED strips were installed for 157 373 thousand tenge," the message states.
Furthermore, the government procurement website revealed the lot "Decoration works for the settlement/district/city for festive and other events in Abai District" amounting to 71 836 800 tenge, which was also won by the limited liability company Sana Global Group.
Al-Farabi District
"In Al-Farabi District, where 21 026 thousand tenge was allocated, the main decorations are concentrated in Al-Farabi Square, the Central Park, the 'Sputnik' alley, and Zheltoksan Street. Christmas trees and over 30 small architectural forms were installed," noted the akimat.
The akimat of Al-Farabi District spent the most on street decorations. The akimat announced a tender for decorating its part of Shymkent for all significant dates, totaling eight: Day of Unity of the People of Kazakhstan, Defender of the Fatherland Day, Victory Day, Shymkent City Day, Capital City Day of the Republic of Kazakhstan, Constitution Day of the Republic of Kazakhstan, Republic Day, Independence Day, and New Year.

The contractor, in addition to installing flags, flowers, or Christmas trees, was also required to carry out diagnostics, inspections, installation, and dismantling of previously produced urban decoration elements, as well as repair or replace damaged items. The warranty period for the completed work is twelve months. The cost of this lot is 95 million 200 thousand tenge. Interestingly, this tender was again won by Sana Global Group, but later the contract with them was also terminated. The second participant, TОО "SENІMDІ QURYLIS," was recognized as the winner.

Moreover, in Al-Farabi District, decoration work was undertaken by TОО "Alinur Project," which won another lot for 9 million tenge. For this amount, the company was supposed to decorate the central streets for March 8 and Nauryz.
Karatau District
"Karatau District – 16 million 800 thousand tenge: Astana Square, N. Nazarbayev Avenue, and Nazarbekov Street were adorned with Christmas trees, light garlands, and thematic installations. In total, more than 150 trees shine with festive lights," the akimat informed.
For Karatau District, several relevant and successfully conducted tenders were found on the government procurement website.
For instance, the lot "Services for the preparation/decorating of the settlement/district/city for festive and other events" amounting to 12 million 90 thousand tenge was won by TОО Modern Stroy Corp, but the contract with them was later unilaterally terminated.
Subsequently, the district authorities decided to adorn the residential area Nursat and Zhosykhana Street with small architectural forms (MAF). Specifically, according to the documents, a Friendship Tree and a stele were installed here. One lot was for 46 million 636 thousand tenge, and the other for 73 million 320 thousand tenge. The winner of the competition was TОО "Eska Stroy Proekt." Since it is not specified which holiday this is associated with, these nearly 120 million tenge were not added to the total decoration expenses.
Additionally, the Karatau district akimat allocated funds for decorating streets and squares for eight main holidays in a single lot. The tender, worth almost 62 million tenge, was won by TОО Jan & Meir. Here, the warranty period for the supplier is set not at one year, but at 24 months.

Turansky District
As for the relatively new Turansky District, it was the last to appear on the map of Shymkent. According to authorities, 13 million 583 thousand tenge was spent here for the New Year.
"Turansky District – 13 583 thousand tenge. In Abay Park, the main Christmas tree, 17 small architectural forms, and 4 arches as well as 8 light constructions (light MAF) were installed in different locations. Additionally, commercial entities in the district (trading houses, restaurants, etc.) decorated their buildings at their own expense, adding to the festive atmosphere."
Finding relevant tenders for Turansky District was nearly impossible. However, two suitable lots for the festive decorations were eventually found. The first was won by TОО Modern Stroy Corp for 8 376 480 tenge.
The second lot, with a more specific description: "Manufacturing of decoration elements for the following holidays: Day of Unity of the People of Kazakhstan, Defender of the Fatherland Day, Victory Day, Shymkent City Day, Capital City Day of the Republic of Kazakhstan, Constitution Day of the Republic of Kazakhstan, Republic Day, Independence Day, and New Year." Here, the winner was once again TОО "SENІMDІ QURYLIS," with an amount of 30 million 926 thousand tenge.
