As of today, there are 1,446 service facilities operating along the roads in Kazakhstan, with 1,299 or 90% of them meeting national standards. By 2025, this figure is expected to reach 100%. This was announced by Minister of Transport Marat Karabaev during a government meeting, as reported by a correspondent from the Kapital.kz business information center.
In 2024, 85 service facilities were constructed and put into operation along the republican road network with the help of private investors: 18 gas stations, 20 cafes, camps, and hotels, as well as the installation of 47 gas accounting systems.
“To create modern service facilities along the roads, major investors such as QazaqOil, Royal Petrol, and Compass plan to build and upgrade over 400 facilities. The company Petro Retail is developing a system of service facilities along the roads. By 2029, the construction of 60 comprehensive facilities is planned, with 10 to be implemented this year. The investment volume will amount to 120 billion tenge. These facilities will include rest areas, parking for TIR, and gas stations. Based on the development of service facilities along the roads, the first national hotel network and its franchise will be formed in the country,” said Marat Karabaev.
He emphasized that the project is being implemented thanks to timely decisions made by the Investment Council.
“Significant work is also being carried out on local roads, which have a total length of 70,000 kilometers. It is worth noting the positive impact of funding for road repairs under the general transfers initiated in 2023. As a result, the share of roads in normative condition has increased by 4%,” the minister added.
Additionally, there is a noticeable increase in the volume of parity financing from local authorities.
“Specifically this year, local authorities are allocating 191 billion tenge for road works, compared to 178 billion tenge in 2023. This year, repair works will cover 4,200 kilometers of roads,” the head of the Ministry of Transport reported.
Marat Karabaev emphasized that the KazToll toll payment system is operational on all paid road sections. In 2024, its integration with the General Prosecutor's Office's E-RAP system will be completed, and the “Average Speed” project will be launched.
“A Smart Road Diagnostic System (SRDS) has also been implemented, which uses artificial intelligence technology to reduce the time for assessing road conditions to 4 hours with an accuracy of over 95%. This year, the integration of Automated Measuring Stations (AMS) with E-RAP will be completed, creating conditions for optimizing administrative procedures regarding heavy vehicles,” Marat Karabaev stated.
Based on existing digital systems in the road sector, a unified digital platform E-Joldar will be created. It will include a system for collecting and accounting information about roads and ensure transparency in the processes of road sector development, as well as reliable control and effective management of road assets.
“The platform will automate communication between road users, active citizens, local executive bodies, and specialists responsible for managing road assets. The implementation of the platform is scheduled for the first half of 2026,” concluded the Minister of Transport.
It was previously reported that in 2025, Kazakhstan will introduce 4,000 kilometers of toll roads and plans to repair roads totaling 13,000 kilometers.
