The government has approved the master plan for the city of Koshy until 2038. This document will ensure the comprehensive development of the city, aimed at enhancing its social, economic, and engineering infrastructure, according to a statement from the press service of the Akmolinsk region akimat.
The master plan includes the expansion of residential construction, development of the transportation system, improvement of social infrastructure, and maintenance of ecological sustainability.
Several key areas have been identified: development of residential buildings and social facilities, enhancement of transportation and engineering infrastructure, industrial and entrepreneurial development, ecological sustainability and greening, optimization of urban areas, and consideration of population growth.
The total area of the city is 60.2 sq. km. The master plan provides for the effective use of land, designating functional zones for public and residential areas. According to forecasts, the population is expected to increase from 51.7 thousand people in 2023 to 107 thousand by 2030 and 150 thousand by 2038. It is noted that the unemployment rate should be reduced to 3%.
To ensure housing accessibility, the city will see the construction of low-rise, mid-rise, and high-rise residential buildings. Plans include the construction of individual housing on an area of 900 hectares and multi-story buildings on 360 hectares. Currently, the total residential area is 1.28 million m².
By 2038, an additional 4.5 million m² of residential space is planned to be built. To ensure a comfortable living environment for the residents, the master plan includes the construction of the following social facilities: 31 kindergartens (13.5 thousand places), 16 schools (23.8 thousand places), a regional hospital (900 beds), and 7 clinics, multifunctional cultural centers, libraries, and theaters. Public recreation areas will also receive attention. The master plan includes parks, flowerbeds, and waterfront areas.
To enhance the transportation system of the city of Koshy, plans include the construction of new highways and road crossings, as well as the development of public transport. New transport corridors and bypass roads will be created. The total length of public transport routes will reach 81.04 km. Additionally, the construction of a new bus depot and public transport parking areas is planned.
In terms of engineering infrastructure, the expansion of water supply and sewage networks is planned, as well as complete gasification of the city and development of a stormwater system.
Special attention will be given to the development of industry and entrepreneurship. The city plans projects to create an industrial zone covering 264 hectares, build transport and logistics complexes and warehouses, and develop enterprises for processing agricultural products and trade-service centers.
Ecological sustainability and greening of the city of Koshy are among the primary objectives. The master plan places significant emphasis on maintaining ecological stability. Measures for environmental protection have also been included. For instance, as part of the area improvement, it is planned to green 132.5 hectares of land, beautify the banks of the Sarkyrama River, open waste recycling points, enhance the wastewater treatment system, establish air quality monitoring stations in the city, and construct new parks, squares, and green protective strips.
It was previously reported that a pilot project "Unified Drone Infrastructure" is being launched in Koshy, which aims to improve the efficiency of managing infrastructure projects.
Notably, on February 8, 2025, the new master plan for Koshy was presented to Prime Minister Olzhas Bektenov.
