Prime Minister Olzhas Bektenov held a meeting regarding the implementation of the directives from the head of state, which were given during the extended government session on January 28, as reported by Primeminister.kz.
Deputy Prime Ministers, ministers, and leadership from several organizations reported on their plans to ensure growth in economic sectors, improve legislative conditions for investors, develop the rare earth metals industry, create a nuclear cluster, reform the subsoil use sector, modernize road and transport-logistics, engineering infrastructure, uphold the principle of "Law and Order," implement digital solutions and artificial intelligence, and further enhance the quality of educational and healthcare services.
The head of government emphasized that the main focus for the upcoming period is to ensure economic growth aimed at improving the living standards of citizens. The government will make prompt decisions across all areas and ensure the timely implementation of the president's directives.
“We must actively work on attracting investments, reforming tax and budget policies and the subsoil use sector, strengthening the country's competitive advantages, improving the business climate, developing infrastructure and energy, building a cohesive digitalization system, and reforming the social security system. The government has all necessary powers for this. Ministers and akims must make prompt decisions and take full responsibility for the tasks assigned. Specific results are needed for each area mentioned by the head of state yesterday, and the impact from each leader – both centrally and locally. It is essential to address specific investor problems without delays, but rather to assist them, so that entrepreneurs come, grow, and build factories, enterprises, and production facilities. Each leader must prioritize this in their work. Only concrete actions will suffice. Positive results cannot be achieved in new conditions by using old, bureaucratic methods and formalism. I instruct government agencies to focus on the quality execution of tasks set by the head of state and to take decisive measures without unnecessary delays. We are expected to deliver specific results,” noted Olzhas Bektenov.
The Prime Minister highlighted several priority areas of work, emphasizing a strict enhancement of budget discipline and balanced allocation of the state budget to priority areas.
It is worth noting that on January 28, an extended government session took place with the participation of the head of state. Kassym-Jomart Tokayev, during the session, issued directives for economic growth and improving the living standards of citizens.
He instructed to promptly work with parliament on a draft law to improve the OMSC system. The document must be adopted by the end of the current session. The head of state also stated the need for changes in approaches to the circulation of digital assets. He also expressed his views on the reform of tax and budget policy.
According to the president, the country needs to expand the tools for guaranteeing loans. He instructed the creation of a Guarantee Fund for business lending.
At the government meeting, Kassym-Jomart Tokayev also mentioned that progress in launching large industrial projects is slow. At the same time, the task of forming medium-sized leading companies in the country remains relevant. The government must prepare a work plan with each promising medium enterprise by the end of June this year.
He emphasized that attracting private investment into the economy, whether in industry or agriculture, is a priority task for the government.
Kassym-Jomart Tokayev noted that the global air cargo market is valued at $140 billion. This presents enormous opportunities; however, no Kazakh airline is yet fully engaged in this process.
