Who will be required to submit an income declaration in 2025?

The head of the personal income administration department of the State Revenue Committee, Dina Kusaianova, provided detailed information about the fourth stage of universal declaration, as reported by a correspondent from the business information center Kapital.kz.

In 2025, 8 million Kazakhstani citizens will be exempted from submitting declarations, with only a few categories of individuals required to report.

Dina Kusaianova reminded that universal declaration was introduced in Kazakhstan in 2021. The first to submit declarations were civil servants, those equated to them, and their spouses, totaling around 600,000 individuals.

“In 2023, the quasi-state sector was included, comprising about 2.1 million people. The third stage in 2025 will involve business representatives, including leaders, founders, participants of legal entities, and individual entrepreneurs with their spouses, amounting to approximately 2.3 million individuals. The fourth stage, starting in 2025, was planned for the remaining citizens, approximately 8 million people, who are expected to submit their entry declarations,” noted Dina Kusaianova.

She explained that since 2021, the databases of authorized state bodies have improved, and financial and currency control has been strengthened. Kazakhstan is receiving information on foreign accounts of citizens from over 100 countries.

“However, the Ministry of Finance has developed a proposal based on the instruction of the head of state, stating that all our citizens, residents who possess any property outside the Republic of Kazakhstan, must submit an entry declaration and a declaration of assets and liabilities. Those who own property abroad will be required to submit an entry declaration,” emphasized the head of the department.

Declarations will also be required from individuals engaged in private practice: private bailiffs, notaries, lawyers, and professional mediators, as they were not included in the declaration process during previous stages.

“Candidates for elected positions, for government positions, and those equated to them must submit a declaration in accordance with anti-corruption legislation. All candidates for public service will be obligated to submit an entry declaration. Those wishing to become major participants in banks, securities markets, and insurance organizations will also be required to submit an entry declaration regarding their assets and liabilities. Additionally, a decision has been made that any individual who previously did not enter the universal declaration system may voluntarily submit a declaration,” clarified Dina Kusaianova.

Individuals will be exempt from submitting declarations if they do not own real estate, vehicles, or funds in foreign banks exceeding 1000 MRP (approximately 3.9 million tenge), investments in precious metals, shares in foreign companies, interests in housing construction, securities, derivatives, funds in brokerage accounts, intellectual property and copyright, digital assets, accounts receivable and payable, and property valued over 1000 MRP.

“It is assumed that this includes antiques and luxury items valued over 1000 MRP – around 3.9 million tenge,” clarified the head of the department.

She added that Kazakhstani citizens who purchase property with a total value exceeding 20,000 MRP will also be required to submit a declaration.

“20,000 MRP is approximately 74 million tenge. If an individual acquires property, such as an apartment or a car, valued over 74 million tenge within a year, they will be obligated to provide a declaration and show the sources of funds used to acquire that property,” clarified Dina Kusaianova.
