The share of Kazakhstani goods in state procurement has risen to 51.8%, totaling 11 trillion tenge over the past nine months, reports Primeminister.kz.
"This year, the government has implemented a series of measures to support domestic producers, focusing on the further consolidation of enterprises and the production of high value-added products. One of these measures is restricting access for foreign potential suppliers to participate in state procurements and the procurements of quasi-state companies for goods, works, and services. The list has been expanded more than threefold this year, reaching 4,536 items. As a result, in just the first nine months of 2024, the volume of procurement of goods, works, and services by monitored entities amounted to 21.2 trillion tenge, with the domestic value reaching 11 trillion tenge or 51.8%," the Prime Minister's press service stated.
Over the course of 11 months this year, the value of contracts signed with domestic producers increased by 34.4%, totaling 372.9 billion tenge. Under offtake contracts, volumes surged fourteenfold to 134 billion tenge. A total of 248 long-term contracts worth 111.1 billion tenge and 42 offtake contracts worth 27.8 billion tenge were signed between subsoil users of solid minerals and OTP. For comparison, during the same period in 2023, 35 long-term contracts worth 47.5 billion tenge and 10 offtake contracts totaling 4.8 billion tenge were concluded. The indicator for the share of domestic value in the procurement of works and services by subsoil users of solid minerals for 2024 is set at 81%; plans for 2025 aim to raise it to 82%, as announced in the information.
As explained in the overview material, new Rules for state procurement have been approved this year. According to the Rules, in accordance with the Law "On State Procurement" dated July 1, 2024, work experience will be considered based on contracts executed under state procurement and other contracts whose information is contained in the information systems of state bodies. Subcontractors must confirm compliance with qualification requirements with documents related to the types of work and services they perform. Legislative changes pertain to the timelines for conducting competitions and submitting applications. The application submission period has been reduced from 15 to 5 working days. The rules will come into effect on January 1, 2025.
