In 2024, the republican budget allocated 1.9 trillion tenge, of which 276.4 billion tenge was designated for the implementation of current programs, while over 1.5 trillion tenge was aimed at development programs. However, regional and city akimats have not fully utilized the allocated targeted transfers. When evaluated in monetary terms, the amount of unutilized funds in 2024 reached 40 billion tenge, which is the sum that was not directed as intended, as reported by Finprom.kz.

Overall, this is one of the indicators of the effectiveness of local executive bodies (LEOs). In percentage terms, the execution rate of targeted transfers by akimats was 97.9%, meaning that 2.1% was not executed.

According to the ranking compiled by analysts on the implementation of targeted transfers, the situation varies among akimats.

The capital city emerged as the leader in fund utilization: 100%. The remaining amount was only 88.3 million tenge, which pertains to budget savings.

A high level of execution of targeted transfers — at 99.9% — was demonstrated by the East Kazakhstan region (with unutilized funds amounting to 69.8 million tenge, of which budget savings were 8.1 million tenge and unutilized funds were 61.7 million tenge) and the Kyzylorda region (with unutilized funds reaching 120.8 million tenge, where budget savings were 36.6 million tenge and unutilized funds were 84.3 million tenge).

The top five also included Turkestan region and Shymkent, with each of these regions achieving an execution level of 99.8%.

Now let’s examine the underperformers. The highest and most critical level of unutilized targeted transfers was recorded in the Mangistau region, where the execution rate was only 85.1%. And now for the attention: the amount of unutilized transfers reached 17.6 billion tenge, with budget savings totaling only 649 million tenge, while unutilized funds amounted to a staggering 16.9 billion tenge. Even at the republican level, this is a significant sum, and even more so at the regional level.

Among the three problematic regions were also the Atyrau region (execution rate — 94.2%, unutilized amount — 4.2 billion tenge) and the Akmolinsk region (execution rate — 97.2%, unutilized amount — 3.5 billion tenge).

Overall, in 9 out of 20 regions of Kazakhstan, the amount of unutilized targeted transfers exceeded 1 billion tenge, which is indeed a serious issue. All these funds were supposed to be allocated for various projects aimed at improving the quality of life for the population but were not used for various reasons.
